most mobiles bought in a shop a locked to a certain network, eg. o2 vodafone.
but most the ones on ebay are unlocked to work with all networks.

unlocked earnings you can use your phone with any network by just buying and inserting the SIM card. for instance i’m a business traveller and travel a lot , so i have an unlocked verion of blackberry phone and i unlocked it through unlock codes provided by http://www.unlocking4u.com/ so that i can use country specific networks

u cant because Verizon is a CDMA network and AT&T is GSM network , and more over it is very hard and risky to unlock CDMA phones, just check here what are all the possible networks for which you can use your phone after unlocking here http://www.mobileunlockguide.com/
