Why is the iphone price different across the world?

i want to get an iphone, and i checked on the web and it said Steve Jobs just lowered the iphone price to $ 399 U.S.D. That translates to approx. $ 3200 HKD. Then why on the apple website, it says the iphone is $ 5200 HKD?

The iPhone price is currently $ 199 for 8GB, & $ 299 for 16GB.

That $ 5200 HKD is obviously the Hong Kong site. That price translates to about $ 671.10 USD.

The difference is persons from the HK site are unlocked, therefore would cost more than the locked versions life sold in the US.
