U should be able to, if you have the knowledge. Its called, for the most part, unlocking the phone. Just look it up. Unlocking phones are completely officially authorized, and there are free software out there to help you out.

Its a tri band, You can make international call with any phone if your operators provide it default , else contact them for the service
